The governmental entities have computer software to predict dangerous intersections. Why do they have to wait until the loss of life rises before they act? On that point, why are hazardous thoroughfares approved and funded?

If the ambulance hasn't left he is likely DRT , "dead right there".
Good to see the police were quick on taping the spot off. Delay in such often leads to conflicts with auditors and police. Should be practice for all accidents that require police investigations not just fatal ones. Hopefully they will get the lights up soon.
