18. They're not taking their radio chatter "off the scanner", they're just scrambling / encrypting it. That's nothing new. Where I lived in the 1970's and 80's they scrambled drug sting operations. I had a descrambler for my scanner and listened anyway. Unless they have a huge budget for all new state of the art radios they will probably be using the "trunked APCO-25 system". It's not impossible to listen to, but it is illegal to listen (that never stopped us before.) A good trunking APCO-25 / P25 enabled digital scanner will set you back at least $400 – $500. You wouldn't want to carry that scanner with you in the field, but it wouldn't be a big deal to set it up at home and broadcast it to your cell phone through something like a teamspeak server. A leased teamspeak server cost me about $25 a year, and even it encrypts all voice and text communications going through it. I'm really surprised auditors and cop watchers haven't figured out that they can use things like teamspeak to communicate with and coordinate groups of activists. The "community" just needs a few good radio and computer nerds to set this stuff up.
